John "Doc" Holiday is a national security and intelligence leader with nearly three decades of service across U.S. Special Operations, the Department of Defense intelligence community, and senior state government command. As Executive Director of the Kentucky Office of Homeland Security and the Commonwealth's Homeland Security Advisor, he stood up the state's first Unmanned Aerial Systems and counter-UAS programs, established the first dedicated cyber security function inside the Kentucky Intelligence Fusion Center, and led critical infrastructure resilience across the sixteen federally designated sectors.
His peers, the Homeland Security Advisors of each state, territory, and commonwealth, elected him to the leadership of the National Governors Association Governors Homeland Security Advisors Council. The election itself reflected national peer recognition of his work shaping homeland security policy and engaging federal law enforcement agencies, academic institutions, and government and private sector partners on emerging threats and strategy.
Before his state command, Doc served in U.S. Special Operations and as a Counterintelligence Special Agent in Charge and Operations Officer within the Department of Defense, directing counterintelligence missions in high-threat environments across Europe, Africa, and other combatant theaters supporting the global war on terror.
Today, Doc applies that record to deliver organizations the asymmetric solutions, strategic clarity, and operational precision once reserved for the highest tiers of government.
